Invitation for the pre-qualification of contractors for procurement of rail/road cranes, wagons and coaches (narrow gauge) and upgrading of signaling and communication system (narrow gauge network)

INTRODUCTION:
In furtherance to the Federal Government's Railway Rehabilitation programme, the Nigerian Railway Corporation (NRC) invites interested and reputable Contractors with relevant and verifiable experience to apply for pre-qualification for consideration to tender for the projects indicated below.

DESCRIPTION OF THE PROJECTS
The projects fall under the following categories:

1. Procurement of Rail/Road Cranes (Narrow Gauge). It involves supply, maintenance and provision of Narrow Gauge Rail/Road Cranes and provision of user training.
2. Procurement of Wagons and Coaches (Narrow Gauge). It involves supply and maintenance of Narrow Gauge Rolling Stock and Provision of User training.
3. Upgrading of Signaling and Communication system (Narrow Gauge network). This involves the design, installation and function - test run of a modern end-to-end signaling solution to meet the needs of a rail line consisting of internal passenger and freight services.

PRE-QUALIFICATION CRITERIA
A requirement for pre-qualification is that the Contractor must have a total annual turnover of a least N500M (Five hundred Million Naira) in each of the past three years, from activities related to the category of interest. In addition, the contractor is required to submit the under listed documents:

• Valid Certificate of Incorporation/Registration
• Profile of Company including CVs of key personnel
• Evidence of similar work done in the past
• Certified copy of last Annual Returns
• Tax Clearance Certificate for last 3 years.
• Evidence of Value Added Tax Registration Certificate
• Evidence of Strong financial support from a first rate financial institution.
• Evidence and List of Equipment, source and location
• Evidence of compliance with the provisions of Public Procurement Act in respect of Pension obligations.

Failure to meet any of the criteria as well as submit any of the listed documents will be grounds for disqualification.

SUBMISSION OF PRE-QUALIFICATION DOCUMENTS:
Three hard copies of the application and pre-qualification documents must be submitted in a sealed envelope and marked 'PRE-QUALIFICATION OF CONTRACTORS
FOR ..................
(Indicate project category for which you wish to be prequalified), and delivered either by hand or by registered mail to reach the address given below not later than 1 pm on 18th June, 2010.

Please Note:

1. All documents submitted must be accompanied with an affidavit Sworn in any Magistrate/High Court to confirm their authenticity.
2. Only short-listed companies shall be invited to tender for works stated above.
3. Late submission shall be rejected.
4. This advertisement for pre-qualification shall not be construed to be a commitment on the part of NRC to award any form of Contract to your company nor shall it entitle any company submitting document to claim any indemnity from NRC.
5. NRC reserves the right to take final decision on any of the documents received in your pre-qualification package.
