Material Management
Material Management Department is critical to the operations of the Nigerian Railway Corporation. At its inception, it was named Stores Department until 1982 when it was renamed Material Management Department. The department has grown and advanced in status to the effect that it has evolved from a unit successively headed by Controller of Stores, Chief of Purchasing, Assistant Director to Deputy Director.
There are two principal units, the purchasing unit and the stores unit headed by Chief of Purchasing and Chief of Stores respectively.
The units are interdependent and are subdivided as enumerated below.

The functions are basically in four controls: (i) administrative, (ii) policy, (iii) direct and (iv) stock.
ADMINISTRATIVE CONTROL
Administrative charge and superintendence of NRC supplies and material management involving provisioning, inventory control, custody of stores materials and assets, distribution and reclamation, disposal of scraps, redundant stocks and unwanted assets, (Based on approved board of survey). Currently, there is embargo on sale of scraps.
POLICY CONTROL
- Initiation of policy matters, rules and regulations on procurement (Local and Import)
- Warehousing.
- Cataloguing and coding of stock.
- Simplification and stock division.
- Accountability for stores materials .
DIRECT CONTROL
- Planning and budgeting for materials procurement and usage.
- Handling of local supplies tender and contracts within delegated power.
- Importation of goods as required by the NRC, following government due process.
- Direct orders from overseas manufacturers.
- Maintenance of vital stores statistics.
- Supervision of local purchasing involving procurement planning and budgeting.
- Issuance of quotation/tenders to prequalified firms.
- Preparation of good receiving vouchers.
- Conduct of market surveys and price verification.
- Supply of diesel and lubricants for locomotives
STOCK CONTROL
- Maintenance of inventory records
- Maintenance of catalogue and nomenclature of stores inventory
- Supervision and maintenance of the total average stores inventory within the limit laid down by Railway management.
- Fixing of stock level- Minimum stock level, maximum stock level and re -ordering level.
- Maintenance of inventory in Railway quarters and rest houses.
- Verification of stock.
- Preparation of stock review statement and stock order statement.
- Amendment of stores.
