This department is responsible for the daily analysis of demand for passenger & freight services, develop strategies for achieving NRC's operational goals and targets, match operational demand with infrastructure, identify the need and plan for expansion.

The department is also responsible for setting safety standards, investigate accidents, carry out pricing and periodic tariff review. Train programming and monitoring is executed from the Central Control through the control offices at the seven districts. Operations at district level is under the control of the District superintendent.

The department is headed by a Director and assisted by a Deputy and three Assistant directors viz Assistant Director (Operation), Assistant Director (Commercial) and Assistant Director (Marketing).
